Johannes Phumani Phungula Municipality (formely Ubuhlebezwe Local Municipality) is situated in Harry Gwala District in the province of KwaZulu-Natal. The primary focus areas of this municipality are community development. Economic growth areas include agriculture, tourism and entrepreneurship.
The municipality calls on all interested and eligible students to apply for the 2026 Community Bursary. This bursary is intended to help youth from the area who are interested in studying in the priority skillls.

Eligibility Requirements
Applicants must meet the following minimum requirements:
- Must be a South African citizen

- Must be entering first year of study in 2026
- Must be accepted at a recognised South African university
- Preference will be given to students studying towards municipal priority skills
